Gut Hochreute – City council resolves zoning ordinance and regulates important points in a contract – „Diamond Way Foundation“ covers development costs

Immenstadt Gut Hochreute, the listed art nouveau estate, situated high above the Alpsee will host Buddhists from all over Europe: The city council has cleared the way for transforming the 49 hectare area into a central seminar and event house for the „Diamond Way Foundation“. The foundation has reportedly already bought the manor.
Precondition for the new usage, as reported, was the county council changing the regulation of the landscape conservation area „Großer Alpsee“ („Landschaftsschutzgebiet Großer Alpsee“). The communal planning law is therefore applicable, and the city council prepared the ground at its last meeting.
The head of building authorities, Adi Martin, reports that intense discussions clarified that the office for the protection of historical monuments does not have any fundamental concerns about the project.
Now it is up to the city to change its land development plan accordingly, to prepare a project based development plan („vorhabenbezogener Bebauungsplan“) especially for the Buddhist center. Important points will have to be fixed in a detailed implementing agreement with the „Diamond Way Foundation“. One of them is a development concept: a crucial condition is the connection of Gut Hochreute to the public sewer system and water supply. Costs, according to a first estimate, will be a minimum of 700,000 Euros, will be covered by the foundation, explained Martin.
An additional essential point is the heavy intermittent traffic. The Europe Center plans a minimum of one big event each year, where tents will be pitched on the terraced land. For the summer course an average of 1800 guests are expected per day. However, Gut Hochreute is only accessible via a small road the „Trieblingser Weg“ which is not open for public traffic. It was made clear that it will remain as is.
Therefore, assures Mayor Gerd Bischoff, a detailed traffic plan as well as the parking space management will be developed in preparation for every major „Diamond Way“ event, and will be a permanent part of the agreement with the foundation.
Mayor Bischoff added, however, that the complete traffic situation at the Alpsee, including possible hotel and the campsite development, would have to be comprehensively analyzed. The city has therefore involved a traffic planner to find solutions.
The time line, according to Martin, the head of building authorities, intends to establish the building rule quickly so that development of the estate, creating 20 permanent residences for volunteer workers, can begin in spring 2008, if possible. The city expects noticeable increases for the economy and tourism from the Buddhist center, the „Diamond Way Foundation“ estimates with 45,000 overnight stays per year.
